Standard valid across Europe for the
manufacture of safety cabinets.

The primary objective is to minimise the fire risk in connection with the storage of flammable substances and the protection of the content of cabinets in the event of a fire.

German Ordinance on Industrial
Safety and Health (BetrSichV)

In force since 2003, it includes multiple European guidelines into German law with the aim of incorporating several existing regulations to create one single ordinance.

This results in the following law: Ordinance on the Storage and Filling of Flammable Liquids (VbF) is no longer in force. Technical regulations apply until they are replaced with new regulations, the new division of hazard classes, no duty of disclosure required, risk assessment is given a higher priority, company owner's responsibility increased (risk liability).

Technical Regulations on Flammable Liquids (TRbF) 20

Controls the safe use of flammable liquids. Appendix L, section 1.1 defines safety cabinets as well as the specialist equipment:

... they are used to store flammable liquids in closed containers.

German Water Management Act

Containers in which flammable liquids or liquids that are hazardous to water must be secured against leakage using suitable drip trays to protect groundwater.

Hazardous goods are divided into 3 water hazard classes:

  1. Minor hazard to water

  2. Hazard to water

  3. Serious hazard to water


Drip trays made from steel must be constructed and tested in line with the technical regulations of the Steel Tub Directive (Stawa-R).

The previous type approval test is replaced by the manufacturer's declaration of compliance (MDT).

Examples of the hazard classes

Article 3 Paragraph 3 of the German Hazardous Goods Act

defines inadmissible storage, if hazardous substances are being held longer than 24 hours unprotected at the work place.

The flash point is the temperature (at normal pressure), at which the solvent vapours together with the ambient air form a mixture that could be ignited on contact with a source of ignition.
